TV: Noise level of adverts

The High Council for Broadcasting (CSA) published in the Official Journal of October 11th, 2011 a decision related to the technical characteristics of the noise level of TV programmes and adverts. Indeed, the excessive sound level of adverts is the most recurring complaint received by the CSA, with an average of 3 complaints a week.
Several law texts require TV channels to keep an even sound level between TV programmes and commercial breaks. However, TV channels use the dynamic compression system for the sound to seem louder even when the noise level is constant.

In order to limit the use of this system, the CSA imposes the setting of the average noise level of commercial breaks and every advert part of them, programmes produced before and after January 1st, 2012 and live programmes at -23 LUFS (Loudness Unit referenced to Full Scale) during their broadcasting. This decision applies to all TV companies whatever the network.
