Technical progress makes mobility more ecological, but the general increase in traffic (which is currently curbed due to the economic crisis, but should rise again with the recovery) unfortunately cancels this effect.
A significant part of the European population is therefore exposed, especially at night, to transportation noise (road traffic first, but also rail and air traffic), and this number is liable to increase if effective noise policies are not implemented. The census of the exposed populations is currently being conducted within the framework of the European directive of June 25th, 2002, which requires the member States to make strategic noise maps and to implement action plans.
The EEA report lists various possible actions (urban planning, regulations, economic measures, information campaigns, technological innovations...) in order to make the current means of transportation less polluting, to encourage the shift to new, more ecological modes of transportation, or simply to limit unnecessary mobility.
