Until now, this tax, called Eurovignette, could only be raised to cover the construction and maintenance costs of the roads. In the future, lorries will also pay to make up for the cost of the pollution and noise they generate.
On average, 3 to 4 cents (per vehicle and per km) may be added to charges for using transport infrastructure to cover external costs. The directive will impact motorways and will apply to vehicles of over 3.5 tons.
In exchange, member states commit themselves to invest 15% of overall revenue in trans-European transport networks. The remaining amounts should be used to fund alternative means of transportation: railways and rivers.
The new Eurovignette rules still need to be formally approved by EU member states. They will be able to apply them three weeks after their legal publication.
