For the first time, the member states could introduce environmental criteria, according to the “polluter pays” principle, in order to reduce these nuisances and to make traffic more fluent.
The amount of these tolls should vary depending on the type and the emissions of the vehicle, the distance travelled, the location and the time of road use. The current tolls cost between 15 and 25 cents per kilometre on average, they will be able to increase by 3 to 4 cents.
The governments that want to will also be able to adjust the rates by implementing an increase by up to 175% at rush hours, for 5 hours a day, in order to try and reduce congestion.
The objective is to encourage the move to "greener" transport patterns: less polluting vehicles that would not be taxed, modal shift to rail...
The directive, that needs to be formalised by the EU countries and above all by the European Parliament, would apply not only to the trans-European road network but also to all European motorways.
